24 - What's going on?

What was the President's goal?  He said he was making the country safer, but was that happening before or after people died?  He seemed okay with killing everyone in that shopping mall, as well as blowing up the President of Russia and their wives.

Where is the show going to go in the next seven hours?  Will Secretary Heller be in on the plot?  If not, what will happen when he confronts him next week? 

I really hope the next subplot does not involve Kim.
